The TicketBAI mandate (Basque Country)
TicketBAI is mandatory for all companies with fiscal address in the Basque Country foral territories. Each invoice must carry an XAdES-BES digital signature, a SHA-256 hash chained to the previous invoice, a TBAI QR code, and be submitted to the relevant Hacienda Foral.
Technical requirements
XAdES-BES digital signature
Each invoice must carry an XAdES-BES signature using a certificate issued by a certification authority recognized by the relevant Hacienda Foral.
SHA-256 hash chain
Each invoice hash is chained to the previous, forming an immutable sequence verifiable by the Hacienda Foral.
TBAI QR and identifier
Every invoice must display the TBAI QR code and identifier. The QR links to the Hacienda Foral verification portal.
SOAP submission to Hacienda Foral
Invoices must be submitted via SOAP to the relevant Hacienda Foral before or at delivery. Submission status is tracked in-app.

Which Basque territories does Frihet support?
All three: Bizkaia (BATUZ) is live. Gipuzkoa and Araba are in beta, awaiting the first production certificate per territory.
Is TicketBAI different from VeriFactu?
Yes. TicketBAI applies exclusively to the Basque Country foral territories. VeriFactu applies to the rest of Spain. Frihet detects this automatically from your fiscal address.
What certificate do I need for TicketBAI?
You need a digital certificate recognized by the relevant Hacienda Foral (FNMT Ceres or equivalent), uploaded to your Frihet workspace.
When was TicketBAI BATUZ (Bizkaia) made mandatory?
Bizkaia BATUZ became mandatory for the final wave of businesses in 2024. Gipuzkoa and Araba rolled out their mandates subsequently.
What is BATUZ?
BATUZ is the Hacienda Foral de Bizkaia's comprehensive e-reporting system. It extends TicketBAI with LROE (Libro Registro de Operaciones Economicas) income/expense reporting. Frihet handles both TicketBAI and LROE reporting for Bizkaia.
